Does anybody know if I can change my address to a non canadian address if my cec application is in process? I have only received my aor but no medicals. Can this be done?

I don't think so cause otherwise they will tell you to submit your application at a local canadian visa office. Why don't you change the address to your friend's address or other family address? This way you keep your address in Canada...

Because my work permit expired and I have a family emergency. Where will my medicals be sent in that case?

Of course you can change it to a non-Canadian address, you will not be forced to change visa offices. There is no requirement that you remain in Canada while your application is processing.
