Question related to how to move forward with my PR application

I have completed my Masters in Computer Science and currently working on Post Graduation Work Permit in an MNC in a NOC A level job.
Now is the time to start my application for PR.

But I have researched and came to know that once you are a PR, and you want to marry someone from your home country ( I am from India) then it might take 1.5 years
for your wife to sponsor hence it is better to marry before applying PR. I am not sure if I can marry her and apply for our PR together when she is in India and I am in Canada.

Please let me know how should I go forward with my plans to marry and have my wife be here in by 2017 Dec and also apply for PR simultaneously or expedite the process for both of us. I came to know there is some visa such as Spouse Open Work Permit but I don't know how does it work along with PR application. Please let me know if someone has gone through situation like mine.

Get married after eAPR and then inform CIC about the changes in your family composition. That way, there will not be any recalculation in points and it won't even take 1.5 years to sponsor later on. Your spouse will have to do medical and get PCC but not ECA.

Scenario 1 : I apply for eAPR first and then get married and change family composition in my PR application. (I will be in Canada and my wife will be in India)
1. Is there the info on CIC website that the points will not be recalculated if you add the changes in family composition?
2. I have researched that the whole process starts again if there is a change in family composition. Does it?? So even if it does restart or not, how long it takes to get the PR for both husband and wife together?
3. I will have PNP as well which I will add to PR application. So when I change family composition, will she not require PNP?

Scenario 2: I get married and then apply our PR together. (I am in Canada and she will be in India)
1. How long it can take to get the PR ?
2. What docs she will need to file PR along with me?

Scenario 3: I get married and apply for her spouse open work permit. Once she is in Canada then we can apply for PR together.
1. I am on PGWP, Can she get spouse open work permit? If not, then why not?
2. How long it can take to get the open work permit?


Final question, which Scenario above can work well so that she is in Canada by Dec 2017. It's January 2017 already. Also need to make sure that I have our PR together by 2018 Dec as my PGWP expires in mid 2019.

I'll only answer your first Scenario as you are asking simple questions that could be answered with a little bit of research.

1 - http://www.cic.gc.ca/english/resources/tools/perm/express/refuse.asp See "change in circumstance" and "changes in family composition"
2 - Incorrect, your points only get recalculated if you add your spouse before submitting your eAPR. Your application will get delayed as you'll have to provide her medicals, PCC, passport, marriage certificate during processing.
3 - Correct.

Yes I have researched and I know the ways now and that is why I mentioned 3 scenarios. Also, I have looked for the time frames hence wanted to confirm with someone experienced like you by giving the scenarios.

Can you please answer the final question whenever you have a moment.

I feel Scenario 3 is better (because then she can join me asap in Canada and then we can apply PR together. Other scenarios might cause delay as PR processing time can vary between 6 months and 1.5 years).Please correct me if I am wrong.

This is a good option since you will not have to stay apart for too long. SOWP takes around 8 weeks of processing time. If you have a skilled-job (NOC O,A or B), she will be eligible for SOWP.

If you have the option of PR, why apply for SOWP? Might as well submit eAPR, get married and then inform CIC.

@Xpressentry probably because if PR is delayed by CIC because of some reason then she won't be able to come. So my next question is if I we can apply for her SOWP in parallel with PR application?

IF you will have PNP points, then the simplest and fastest option is to get married ASAP and apply with your spouse; no need to wait or worry about change in points, since it will not have any impact on your eligibility. It is OK if she is in India while you are here, lots of applicants are in the same situation.

You certainly can apply for a visitors permit or SOWP for your spouse while your PR application is in process, but some visa offices tend to refuse those pending the outcome of the PR application.
