Question regarding travel document/visa stamp

I recently applied for PR travel document and I got my passport back today from visa office. I only have a visa stamped in the passport. I did not get an actual document with a photo attached. Is that okay? I always thought that PR travel document is an actual document. If anyone knows, your reply is appreciated.
