Question regarding quebec immigration

Hello to all,
We are new in this forum so we are sorry if this question was allredy answered.

We will appriicate all the help we can get.
We submitted our file to quebec on 2010 and our file was opend on november that year.
Since than we recived just an additional letter it was in february 2011 for more information.

can anyone tell us if this is a normal processing time.

we do not know if we an address the office or not?

Thank you very much for your help.
Unfortunatlly we are still one stage before that. we are still waiting for the selection interview.
We took the test on TCF on march without being told to and sent the results, (B2 and B1) both my wife and I.
But still we did not recive any news.

our file is open for the almost 2 years but still nothing.

I will appriciate any common.
