Question regarding PPR

I am an outland applicant. When I get the PPR letter will they ask me to send passport to ottawa and then I need to change it to my local VO office or will they ask me to send my PPR to my local VO in the first email itself? Please advise.

BTW, once we local VO stamps the visa, do they also issue COPR along with it or does that comes out separately?

They will come together, the stamped passport and COPR letter.
