I applied for a PGWP and in the 5710 form where they ask whether you've applied to remain in or enter Canada previously I answered yes, stating I applied for a student visa in 2021 which was approved. However, I forgot to mention that I applied for a student visa in 2020 as well (withdrew the application soon after as i deferred) to 2021). so the application was not refused, and I even forgot I applied.

Is this a problem?

If you withdrew the application before there was any decision from IRCC or any information requests from IRCC, then this should not be classified as a refusal and should not be an issue at all. If you are nervous for any reason, you can always send a webform to say that you had a withdrawn study permit (and the details such as the date) but that you did not list this as a refusal in your PGWP application since you withdrew the application.

It certainly wasn’t a refusal , but it’s still a case of me applying to enter or remain in Canada. I forgot to mention it in the question “have you previously applied to enter or remain in Canada”
