My current title is Executive Secretary to the Director of Neighborhood Services but my job duties are those of an accountant, they are handling all of of our payables, receivables, department budget as well as our grant funds received from HUD and processing payments to non-profits. My question is, do they just look at your title or do they verify your job duties? Also, my undergraduate degree is in accounting and I am currently taking courses for my Master's in accounting. thanks in advance for your info.

I think, choosing the right NOC, you have to go from your duties, not a job title.
Yes, CIC wants to know whether you performed the main duties specified in the NOC. The job title is not too important (since they vary from company to company - some companies do not even use job titles), what you need to prove is that you carried out the duties specified.

i wanted to ask if some 1 in his/her application wrote the noc which s/he thought better matches his/her employment type but in the list of 38 his job also matches with another code. the noc s/he entered is not on the list but a matching NOC is there ... what will happen to his/her application whould it b rejected or cic will consider him again with his/her job responsibilities.
like i saw on the noc discription that some parts of noc 1111 and 1122 are almost same...
1. auditor – finance, 2. supervisor, auditors (NOC 1111)
1. quality auditor, industrial standards(NOC 1122)

Here's what CIC is looking for:

The applicant must have:
• performed the actions described in the lead statement for the occupation (or occupations) as
set out in the occupational description of the NOC (R75(2)(b));
• performed substantial number of the main duties, including all of the essential duties, of the
occupation as set out in the occupational description of the NOC (R75(2)(c)).
