question regarding biometrics

Hello. we applied for a visitor visa as a family around two months ago since my dad already went to canada he was not required for biometrics. the rest of family went on and processed their biometrics. after how many months we received a message from IRCC requiring my dad to have his biometrics. is this possible? We received two letters 1. The biometrics letter 2. And a request letter that we cant seem to open. (It says system operation failed) any idea whats in the the request letter?

Your dad went to Canada with a visa and hence he would have given biometrics

Your biometrics letter will ask you to give the biometrics at the nearest VFS office

Request letter can be anything - Try logging in from Chrome in incognito after clearing cache/cookies
