Question re studying

My wife got her open working visa, but it says she cannot study. Does this mean she has to apply for a study permit now if she wants to go to college, or is there some other process?

She will not be able to study legally in Canada unless she has a study permit. I don't believe it takes to long to get one, so don't stress it.
