If we land in Toronto and give toronto address for our PR card and make health card there later move to calgary will i get all the benefits of Calgary in health and employment. As in some countries with different states people of each state given preference in their respective state, in my case my destination is Calgary but i dont have anyone there but i do have friend in Toronto so he told me to use his address so in this case i will be toronto resident, or to get benefits of calgary i have to give address of calgary for my PR card. Is PR card and health card national document where ever we go we start getting benefits of that state.

If Calgary is your Final Destination I suggest u should 1st land in Calgary.
Why?
'Coz, in Calgary & Manitoba there is NO WAITING period for the Health Insurance. Rest in all provinces there is some waiting time to get the Health Benefits. In Ontario [Toronto] it is 3 months.

Secondly, Health is a provintial matter. It is NOT FEDERAL. Thus, if u change provinces, u'll have to AGAIN get that province's Health Card. And again the waiting period shall apply. Off course, a previous province's health card remains valid for few days in another province, but not all benifits could be availed.
