If you're asking about the Federal investor program, it's currently closed to new applications. Once it re-opens, he would have to meet the following financial requirements to qualify:

- have a net worth of at least C$1,600,000 that was gained legally and
- invest C$800,000

Buying a business in Canada doesn't typically allow you to immigrate. If he wants to start a new business in Canada, then he could look into the Start Up Visa immigration stream.

No - different conditions. But you can't buy an existing business in Canada. You have to start a business.

If your friend is serious about immigrating, they'll need to spend time on the CIC web site familiarizing themselves with the details of the various immigration programs.
