Hello,

My girlfriends parents landed in November 2009 and want to travel to the USA for Christmas to visit relatives. They have not received their PR card yet but my understanding is they should be able to travel there with their landing papers if traveling by car. When her parents landed I seem to remember they received a piece of paper telling her parents they weren't allowed to leave Canada within the first 3 months of landing. Unfortunately we can't find this paper anymore and I can't find out anything on the CIC website. Am I mistaken?

No, they can leave Canada with no problems. There is no 3-month period.

Passports and COPRs by car will work just fine.

if you are still not sure, you can phone Canadian Border Service and they will give you exact answer.
 
I landed 3 weeks ago, and we asked the same question to one of the customs officers. We were told we could travel by car, just not by plane to the USA and definitely not out of North America until I get the PR card... As there may be complications getting back into Canada.

Do yourself a favor and talk with someone with Customs directly. I'd hate to hear that your holiday trip was ruined because you had trouble getting back into Canada.
