Question on Scholarship :( and part time work

Can some one please help me on the below questions.

1. What are the chances of getting a scholarship in colleges (any college that is participating in SPP)?
2. How does it work and how to you obtain one?
3. I have a cousin in US as a student, he worked on-campus and they waived of his tuition fee. Is there any such option in Canada?
4. Colleges that have low tuition fee?

Part time work -
1. I have read about the new rule starting Jan 14 which allows students to work from their day 1 in Canada. Is it true?
2. How much does a student typically earn during part time?
3. During the period between 1sem end and 2 sem start, can a student work full time?

Answers to the above questions will be much appreciated!!

slim to none. if ur in a university doing research u have a slight chance of getting something but that too wont cover all ur tuitions fees. be ready to pay all ur tuition fees.

no tuition waivers here in canada

u have to search on google for that information

Part time work -

it is rumored for next year but nothing as yet officially.

2. How much does a student typically earn during part time?
after 6 moths of study u can apply for off campus work permit and work 20 hours per week only . normally u get paid minimum wages so around $9-$10 per hour depending on where u r.
3. During the period between 1sem end and 2 sem start, can a student work full time?
no u cannot work full time during u sem but u can work full time in summer but that too after u get ur off campus work permit which is after 6 months of study. so for example u join winter sem then u cannot get OCWP till after summer so first summer u cant work. if u join fall sem then u may get a an OCWP just in time for the first summer.
