Question On Landing .... URGENT PLS HELP

My friend get his immigration (passport came with visa stamp). COPR issued for my friend, his spouse and three kids. What we understand the entire family doesn't need to land at same. Until principal applicant lands first, the dependents can follow. My question is whether my friend, his wife and a kid can land first and other two kids can follow later? It used to be possible before, recently now sure. The letter he rec'd which mentioned two options: what confused is option 2 which says principal applicant lands FIRST ALONE and dependent to follow. What does that mean he has to land at his own first? and rest of the family can follow later or all of them have to come together. Landing with two dependent with him and rest later not allowed?

Appreciate your help. We need to know ASAP as he books the flight already.

Two kids can stay back and land later any time before expiry of the visa period.
