question for spouse Open Work Permit

hi everyone, i am new here, could anyone answer my questions please?

so if your spouse has a work permit or study permit to Canada,
1,are you ALWAYS eligible for a open work permit?
2,what is the duration?
3,when do you apply it? before your spouse got the permit or after?
4,Do you send the application to overseas visa office or somewhere in Canada? if so where?

1) Not always. Your spouse's job must be in the Skill Level A, 0, or B category.
2) Same as your spouse's work permit
3) Either at the same time as your spouse applies for a work permit, or anytime after.

4) Go to cic.gc.ca and apply online if you're in Canada.. you mean outside canada can't apply online?!?
