Can owing over 20,000 dollars to the bank in Mexico cause an application to be rejected? If the applicant has a lot of debt in their country will they allow them to leave? This is not for me but for a friend

i can't speak to what mexico "allows" it's citizens to do. In regards to the PR application, it will not be rejected because of private debt owed by the sponsor (unless it resulted in a recent bankruptcy) or the applicant. CIC doesn't care if the applicant owes money. i, myself, have student loans i'll be paying for the rest of my life and a credit card bill from my home country. i had no issue with approval because having good credit isn't a requirement of spousal sponsorship.
