for inland applicants, it will void out the application since the applicant is required to be living in canada. the application would be considered "abandoned" if the applicant was denied entry.
for outland applicants, it does not affect the approval of the application. if the person was simply turned away, they have the ability to return and seek entry again, so nothing stops the application from processing. if a person is given an exclusion order, therefore unable to reenter canada for a set period of time, the application will be held until that order is completed and the application would be processed as normal. an outland application is not going to be denied
solely because the applicant was denied entry or given an exclusion order.
i received an exclusion order prior to getting married/submitting our application and had no issue with approval.
