This all began before the EE started, I was keeping my file for FSWP but unfortunately the Quota of 25000 got filled and hence mine application was rejected.
I hired a well known consultant for that application from Canada itself.
I asked him the same question (before EE) for FSWP and he told me that only Master's ECA is required.
I dont think that requirement has changed in EE only the way of processing the application has changed(I am no longer hiring consultant for my ITA) so not sure.
But again it is my belief. I also have ECA only for my Master's.
