Question about the PR status regarding grandparent sponsorship

Good day,
My wife is applying PR for my mother in law (grandparent sponsorship). Currently, the sponsorship application status is decision made and permanent residence status is in process. We also received pre-arrival service letter. I am curious about where we at? And are we expecting passport submission in the near future or we still need to wait for a long time for processing the materials? Thanks for the feedbacks.

Is pre-arrival letter mean have more chance that they will approve the application?
My assumption: if they are not sure, they wouldn’t send out pre-arrival service letter, right?
