I'm thinking about the following situation:
I'm on a study permit and my wife on open work permit. My studies end in december 2016 but my study permit is valid until february 2017, and right after I finish my studies, I apply for a PGWP. During january I won't be studying but the study permit and wife's open work permit will still be "valid" because it won't have passed 90 days since my studies ended. If my wife works during this month, will it count as work experience when she applies for CEC?

If your wife still working under Implied Status when applying for a new SOWP based on your PGWP will count as well for CEC
 
Can I apply for CEC if I'm working on an open work permit as accompanying spouse of an international student (my wife)?
