Question about spousal or and work permit

Hello,
My husband has his outland spousal visa interview. Since it is not often that they issue that vise on the same day, and some people get rejected, can he come back right away with his work permit. He will have to apply for trv single or multiple. He does have his work permit, but he only has a single entry visa.
Please advise as I'm confused. He would have to come back right away because of the type of the work he does.

I'm not sure I understand your question. You're right - he needs to obtain a new TRV to return to Canada.

Oh yeah, this is badly wroiten, but it is a confusing situation anyways.
Here it goes.
My husband has been working in Toronto since 2014.
Hes a Bosnian citizen that is here on work permit.
His work permit is valid until January 2018
We got married in 2016 and applied for spousal sponsorship outland.
He has to leave toronto to attend the or interview in vienna.
He also has single entry trv.
When he leaves to vienna and if does not get approved for or right away, can he still apply for trv multiple so he can come back right away to continue working until he gets approved for Pr? How are his chances of getting multiple visa since he has the work permit?
