Question about sponsoring family members

Hello,

I have a question about the description on a cic page. Can anybody explain this using casual words that can be easily comprehended?

There are two steps to the application process for your parent(s) or grandparent(s) to become permanent residents.

1.) As a citizen or permanent resident of Canada, you must apply to sponsor your family member.
- Your sponsorship application is processed by the Case Processing Centre in Mississauga (CPC-M).
- You will be notified in writing by CPC-M about the decision on your sponsorship application.
2.) Your parent(s) and/or grandparent(s) must apply for permanent residence.

The applications for both sponsorship and permanent residence should be filled out and sent at the same time.
When they say there are two steps, does that means there are 2 different applications? And it says they must be sent at the same time, but how about if the parents are not with me?

they are referring to the 2 applications needed to apply for PR sponsorship:
the sponsor's application (the forms you fill out as the sponsor) and
the applicant application (the forms the people applying for PR fill out)

you then take both sets of applications and submit them TOGETHER in the same package. If your parents are not with you, they need to send you their application, then you put both your and their application in a package together and send it to CIC.

when the package is received by CIC, there will be 2 stages for the process: stage 1 is reviewing the sponsor's application and determining eligibility and stage 2 is reviewing the applicant(s) application and determining eligibility. Both applications are considered to be the same file.
