Question About PR Application Under Hong Kong Pathway and Quota Issues

Hi everyone,

I recently submitted my Permanent Residency (PR) application under the Hong Kong pathway in July 2024, specifically under the Humanitarian and Compassionate (H&C) policy. However, I've noticed that the number of applications has already exceeded the available quota for H&C in the upcoming 3 years…..

In 2023, it seems that applicants took around 6-9 months to receive their PR cards, but currently, the processing time is listed as 20 months.

As a professional worker living in Toronto, I have a few concerns:

1. What happens if the number of applications continues to exceed the quota?
2. Will this lead to further delays in processing times?
3. Are there any specific measures that immigration authorities might take in such situations?

I would appreciate any insights or experiences you can share regarding this situation. Thank you!

It's going to be hard for any of us to really guess. However if I were in your shoes, I would not absolutely count on getting PR through this program. Given you are a professional working in Canada, I would strongly recommend you explore other options (i.e. applying for PR through an economic immigration stream like Express Entry).

To answer your questions.
1. I don't think they will increase the quota. It simply means processing times will continue to increase.
2. Yes, likely, see above.
3. I'm not sure what you mean by this. Althought almost anything is possible, but I think it's unlikely they will increase the quota given the current political climate. There's always some chance they could bring an end to the program and at some point say applications not yet approved will not be processed, especially if there's a change in the ruling party through the next federal election. This is why I say I would be looking at other options in your shoes.

Yes, you can do that. Make sure you review recent draws to understand how many points you are aiming for to have a good chance of being selected.
