My PPR letter says the following: "Your application for permanent residence in Canada has reached the final stage of processing and we need your passport and the documents listed below in order to make a final decision."

Does this mean that my application is still under review?
 
It's the standard wording, but it means they are ready to affix the counterfoil and issue COPR.

thanks. as long as the passport has sufficient time to expire and enough blank pages, there is nothing to worry about?

Yes, as indicated in the rest of the letter.

Congratulations to PPR!

Send in your passport and the photos to your VO and you are all set. Your application is accepted and you should see your ee profile updated to finalized in the next days or week or so.
