Question about paying taxes for belongings at landing

Fellow members of the forum,

I understand I need to fill out a form both for the goods with me and the goods that will follow. The form can be found here: http://settlement.org/ontario/immigration-citizenship/landing-and-leaving/landing-in-canada/i-am-immigrating-to-canada-how-do-i-bring-my-belongings-with-me/

Under the form, I need to write approximate value for each of my goods. I was told before that as a permanent resident, I will be exempt from any customs duty. If that is the case, why do I need to write the value of my belongings? Is it true that my goods are exempt from tax?

Does anyone know if I should list my dog (he will come to Canada one month after me) under the goods to follow list? Are pets considered "goods"?
