There are two steps
1. apply to sponsor your family member(citizen or permanent resident)
2. apply for permanent residence(parent(s) and/or grandparent(s))

The applications for both sponsorship and permanent residence should be filled out and sent at the same time.

Anyone could explain the last sentence? Two steps or at the same time?

there are 2 application packages - 1 for the sponsor to fill out and 1 for the person(s) seeking immigration to fill out. both applications are sent together in the same package to IRCC. IRCC will then evaluate the sponsor first, then will process the applicant's application. so there are 2 steps - step 1: sponsorship evaluation, step 2: applicant evaluation. and both steps (applications) are submitted for evaluation at the same time.
