Hi,

Our country needs a visa to enter Canada. I'm a foreign student in Montreal for 2-year graduate study. I have received my study permit and my spouse has a multiple-entry temporary resident visa. We haven't entered Canada. So I have below questions:

1. My spouse should be eligible to get an open work permit. We will land in Canada together. Can she apply for it at the port of entry? What materials should we prepare?

2. Is CAQ needed for my spouse to work in Montreal? It seems open work permit doesn't need CAQ or LMO. Is it correct?

We are not from temporary resident visa exempt country. Maybe she can't apply for work permit in the port of entry?
 
Yes, a CAQ or LMO is not required for an open work permit holder to work in Montreal.

However, i am not sure about applying for an open work permit from being there on a temp resident visa. The general guideline is that you cannot apply from another country for any kind of immigration application if you are a on a visit / temp resident visa.
