Question about Family Composition Certificate

Hello, I'm wondering if someone can help me with this. In the country specific document for Africa, it asks for this in the Identity/Civil document section. Is this only required if you have no other identity document such as a birth certificate or is it required in addition to. Also would this be required for the applicant's young children as well even though they will not be accompanying their father initially?

"You must provide a Family Composition Certificate (“Kashf El Ahl”) issued by the Civil Register
(“Sigil El Madani”) or a copy of your family booklet where applicable."

That sounds specific to certain countries to me, hence "where applicable". A quick google search turns up a few threads discussing Egypt and Lebanon.

If it exists in the country where he's from, my suggestion would be to send it for all accompanying and non-accompanying family members.
