Question about entry as a visitor to reach Common-Law sponsorship

I have submitted my PR application through Express Entry in May and got the AOR now. I want to sponsor my boyfriend as a common law partner after I get my PR. He has visitor visa and our plan is for him to enter Canada and live with me for 6 months; then apply for VR and hopefully live for another 6 months; and finally apply for PR. But we really have many concerns about his entry.


Question:

  • At the border, should he mention his real intention (to live with me in order to be sponsored in the future) to the officer, or simply just say “visiting girlfriend”? Or should he not mention his real intention? What is the best strategy?
  • I’m planning to provide a letter for him to take with, stating that during his visit he’ll be staying with me and I’m willing to sponsor him and we have enough deposit. Also provide my AOR/my employment letter. Should he present these documents voluntarily and what else documents could be helpful?
  • Should he purchase a return ticket? if so, what date should it be?
  • Should he show some evidence about his ties in our home country, which unfortunately he does not have much? (because he has been in Canada since he was 18)

Some background information:

We’ve been together for almost a year now (physically together for about 6 months). He has been in Canada since 2014 (went to university, got PGWP and extension) and did not have any refusal history or overstay history, but the negative part is he did live in Canada for an extended time as a visitor after his PGWP expired.

The timeline of his recent time spent in Canada is as follows:

PGWP expired

applied for a 6 months VR (approved)

applied for another 6 months VR (approved) but left Canada 3 months earlier

spent 2 months in home country

entered Canada through US border and stayed for 5 months

left Canada and spent 4 months in our home country until now

Visitor shouldn't mention any other reason than a visit. If you do that what you plan, he will be definitely refused.

You can add him to your application, but you need to prove 12 months of cohabitation.

Unfortunately we don't have 12 months of cohabitation at this time. That's why I can't add him to my application.
I have read some old posts that suggest we can say that on entry but we still have doubts...Seams that he should simply say visiting girlfriend? Or my existence is a negative factor for his entry?

You can add him any time later before the COPR, you still have time. Your application might take 6+ months and there are many ways to make it even longer.

He doesn't need any evidence if he has already a visa (no need for proofs of ties, return tickets, etc).
Yeah but the custom officer will ask about why he's visiting Canada, how should he answer that question to avoid further "interrogation”? The officer might order him to leave Canada in a very short time

I understand that. but we are currently not living together. He's in our home country and I'm working in canada

Tourism. Travel. He needs to get into the country. then you will think about his status update.

You cannot guarantee anything but definitely not to declare any spousal sponsorship plans.
Wouldn't that be some kind of misrepresentation? Like not to mention your girlfriend upon entry but later being sponsored by her and saying that you have already been together long before that entry?
