Question about eligibility of SOWP?

Hello Everyone.
Currently, I am doing a master's program( duration 2 years) finishing in April 2025, and my visa will expire in July 2025.
My husband is living and working in Canada and has a spousal open work permit visa.
After completing my Masters, I would like to apply for my PGWP visa with my husband, who will apply for his SOWP permit.
Currently, I am working as a part-time salesperson at a coffee shop which is not a TEER 0, 1 or 2 level job.
Is my husband eligible to apply for a SOWP visa with me while I am applying for a PGWP visa?
I have been worried about this issue.

Family OWPs will also be limited to spouses of foreign workers who are employed in..................
Is this part applicable for foreign workers only who are on employment-based work permits or are these conditions applicable to international students who are applying for PGWP visas? this thing creates confusion.

No confusion. When you apply for PGWP then you are the foreign worker and must meet the requirements for spouse to be eligible for OWP. For employment-based work permits, the foreign worker must meet requirements too.

I don't see any exceptions stated. So assume it applies.
