We already asked about his license, and it's ok as far as his experience, my question is will it affect his application since he;s not landed yet? We applied outland, but he's here in Canada for 6 months.

Applying for a license won't have any effect at all on his immigration application.

But the question will be whether he'll be able to apply for a license, given that he's a non-resident. He may be able to based on his driving experience, but that's separate from his immigration status. You'd have to call back and clarify his situation. I'm pretty sure that when my husband applied for his DL recently he showed his PR card as ID. I'm not sure if this was required or if he opted to show it for ID, but I would think that they would need you to show some proof of legal residency, and from the sounds of it, your partner is a tourist. I'm not sure you can apply for a DL in that case, but call back the DL office and double-check.

I'm not landed yet (in Canada on visitor visa, waiting PR), and I was able to get a DL in Ontario, through the Drive Test Center, though I am from the U.S. There are some countries (U.S. is one of them) where they can just switch out your license. I showed them my American passport, my old New York State license, and had to order an abstract of my driving record in the U.S. for the past 2 years. I also gave them my marriage certificate and told them I wanted to change my name as well. They did everything for me and my Ontario DL came to me in about 2-3 weeks.

I've been in Canada in almost 2 years coming this July. I've been here by extending my visitor's visa over and over again. Me and my common law partner are going to be sponsoring very soon. However, I would like to know if I could get a learner's permit from Ontario even though I am a US citizen with no license at all? I am a 20 year old UK / US dual citizen living in Gatineau Quebec.
