Question about crossing the border for PR: received CoPR, have US Visa and I-94

Hello,

I received passport request (PPR) on 11 December and got my Confirmation of Permanent Residence (CoPR) this week (15 January).

I already have a US Visa (and I-94 too, since I visited the US recently). I do not want to wait to do inland landing to avoid having to take a day off during the week. I intend to do a landing at the border this weekend. I live in Toronto, so the closest borders are Niagara borders.

I have two questions:
1. If I have a US Visa, do I not need to flagpole (i.e. get a letter of refusal) ?
2. Borders at Niagara do not process PR on weekends?

Could somebody please shed some light on these, as I have read conflicting / unclear accounts in the other threads on this forum? I'd really appreciate any help. Thank you very much.

  1. You either need to cross the border (enter in USA and then come back), or flagpole by getting an administrative refusal from the US border officers (just tell them you are flagpoling, they know what to do). The bottom line is, you need to "officially" leave Canada.
  2. For sure earlier in 2017 flagpoling was restricted during weekends in Southern Ontario. Not sure if it is still true, but I strongly recommend to give them a phone call before flagpoling, just to be sure.

For #1, I have no issue going to the US and returning back. It would be totally worth it to go look at the falls from the other side, enjoy wings at Duff's and return to get the PR :D I should have been more clear in my question - what I meant to ask was, do I need to tell the border agents that I am flagpoling so that they give me a administrative refusal - in the sense that, can they give the letter of refusal even though I have a valid visa and an I-94?

What I am more concerned about is what you mentioned in #2 - restricted processing during the weekends. What number can I call them at? Are there any published guidelines about these restrictions?
