Question About Changes in Manitoba Immigiration Family from August 1

I am thinking of submitting my application for Manitoba Provincial Nominee under Manitoba Support. My brother is not a permanent Resident as of today but he is expecting His PR sometime next month.

My brother moved to canada as a worker and he has been living in manitoba since 2012. Therefore his Health Card also shows he is a resident of manitoba.

Now my questions is :

1. What if i still submit my application before 1st August 2014 for MPNP as they only ask if my sponsor is permanent resident or not. I will just check into YES option for permanent resident as of now .because by the time they will open my application for processing my brother will be permanent resident.

What do you guys recommend? do you think by doing this..they will still accept my application? and that will not effect mine and my brothers PR Application?

2. My other question is when do MPNP ask for Settlement plan Part2 from the sponsor? and how much time they give to the sponsor to reply back to them?

I'll help with one question:

1. Your brother must already be a permanent resident on the date you sign the application. If you do as planned, you can expect your application to be returned to you. So no - they won't accept your application if you say your brother is a PR before he actually is a PR.

Thank you for your reply. I was just thinking of taking the chance....some body was even telling me that they may disqualify i.e black list by providing the false information....

do you think it could be serious of that nature if i decide to go ahead and submit my application?

Worst case scenario: CIC will make a finding of misrepresentation (i.e. lying in your application) and ban you from Canada for 2 years.
