If your wife is a Canadian citizen or permanent resident, she can sponsor you. There are no financial eligibility requirements for spousal sponsorships if she is not sponsoring children as well.
The Canadian visa office will review your application to see if you are admissible to Canada based on your criminal history (you hopefully DON'T have a criminal record), your medical condition (you are not a danger to the public health or public safety of Canada), security (you are not a danger to the security of Canada) and for genuineness of your marriage (they must believe your marriage is REAL and not just a way to immigrate to Canada). If they are satisfied that you meet all of the above requirements, you will be granted Permanent residency to Canada. If you do NOT satisfy all of the requirements, your application will be refused.
Rabat is a difficult embassy. I know because I sponsored my husband from there. I am an immigration consultant and it was NOT an easy application, even knowing the law. It takes a long time and the likelihood of an interview is very high. Make sure your application is well done and be prepared for anything. Good luck.
