Am I missing something here? The application form states

*This section needs to be completed by applicants choosing previous LINC results as proof of language
If you're not then don't complete it. Simple surely?

Logically you are right.
They will have to know if it is left blank it is not applicable. But elsewhere in the instructions it is stated

Be complete and accurate

Complete all sections. If any section is not applicable to you, write “N/A” (“Not applicable”). If your application is incomplete it will be returned to you.

In April when I called them CIC agent said if you don't have LINC then tick NO. Also elsewhere I have seen some one posted his application was returned due to leaving it open.. So its all around confusing.

However, one thing for sure if some one click NO with alternate proof, there is no way CIC will return for clicking NO. It means they are not going after LINC issue as it is irrelevant once the alternate proof is provided..

Friend I will not suggest any one to tick no if it is not applicable to them. See the instructions, if you choose no !!!!
I wrote N/A by pen after printing the application.

Check Yes box to authorize Citizenship and Immigration Canada (CIC) to access your LINC/CLIC results held by CIC in order to determine your citizenship eligibility.

If you choose No, you will be required to submit alternate acceptable proof of language ability with your application.
I saw your post in the other thread for the LINC issue. That answer is convincing. Still as in the application

So my guess is it not right if we fill in anything.

You filled in as No right. Is the application in process or received?

BTW: My friend applied with N/A and it is in process. May be either way N/A or No may be alright.

Checking "No" means you've taken LINC and are not granting CIC permission to access your LINC records. In other words, if you didn't take LINC and check "No", you're lying to CIC. That's worse than leaving it blank...

This question is confusing itself and that is why one CIC agent say mark NO and other say mark N/A. It is not lying or truthful issues. In one hand CIC says you can not leave any questions un-answard and in other hand they did not leave a box to put N/A.

There is many applicant who might have left this Qes open or may have marked YES when LINC taken or NO or might have marked N/A when not taken. However, even with confusion, if any one marked NO (where CIC says you have to provide alternate proof), CIC will not go hunt to ask why you marked NO? I think only during Interview if officer asks about this NO marking (not giving consent-which is very unlikely to ask) then just explain that I have not taken and thus marked NO and CIC agent also advised to put NO.. That's all.

Bottom line is, if the application is accepted and In Process then the language proof matter is closed...CIC has so many other questions in the application to go after.. My family applied last week of April with marking NO and as of today no response from CIC neither return or In Process (as they working on 15th April applications now), but in case of return incomplete applications, it would have been happened now as these days CIC returns those applications within 4-6 weeks..

I suppose it's quite confusing. If you're filling it out online and neither answer applies to you, the FAQ states to leave it blank: http://www.cic.gc.ca/english/helpcentre/answer.asp?q=017&t=4. However, because I'm including a cover letter to explain some other stuff, I'll also add a point regarding this question to let them know to accept that point on my cover letter in absence of any "N/A" on 9/E... Then, whatever happens, happens...

Yes.. it is confusing not only we CIC agents are too. So, whatever answer NO or N/A and provided alternate proof, there may not be any issues..

According to my understanding for you also it is not applicable. As you did not take the test Jan 2008 - Oct 2012. And you have a certificate.
Pay attention to 7A.

Confusing if you read the instructions and instructions within application for this question.
