Your 5 days constitutes a vacation. No need for police clearance.
183 days cumulative stay in each country.
Your 5 days in The US and 3 weeks in France are not the definition of living outside canada.
Hi Jamie, how about before becoming a PR, do I still need a police clearance? In those 4 years I've lived in the US for more than 183 days. I became a PR on May 30, 2014 and never been or visited Canada before. My eligibility period is from 2012-10-11 to 2017-10-11. I'll appreciate your response.

You’ve accumulated 3 years and 4.5 months.
Police clearance is needed for residence outside the country in the past 4 years. Meaning from 2013-10-11 to 2017-10-11 you gained 183 days stay in a country.
Add 2013-10-11 to 2014-05-30 are equal to roughly 6 months and 20 days.
You do need it.

Weird, I will ask the same question and I lived 4 months outside of Canada but I answer "NO" to the 9)c. Because after they ask to fill a form entitled :
"FOR ADULT CITIZENSHIP APPLICANTS DECLARING RESIDENCE OUTSIDE
CANADA AS A CROWN SERVANT OR WITH A CROWN SERVANT FAMILY MEMBER "
And I'm cleary not a crown servant....
Thanks for your reply! Yes, that's what I thought too. I'm getting a police clearance then. I thought I'll be able to send this tomorrow. SMH. FBI clearance takes 2 months to process based on my experience. I hope it's a shorter wait this time. Oh well... Thanks again!

Funny thing, I took my pics at a drug store. First was my face is tilted up, so I had it retaken. Second, pictures didn’t feel right.
I came back for refund and reasoned its not specific to citizenship standards.
Girl said “how would you know if you haven’t submitted yet?”
Told her if I do that, and we both know how government works, it’ll delay my application 6 months LOL.
