1. You don't apply, you need an employer to apply for you after advertising the job for 30 days, and no CCs/PRs qualified. Then it takes an additional 3/4 months for approval.

You need to find an employer who is willing to go through the time and expense of an LMIA and then you need to apply for a work permit. The process is really 4-6 months long.
