Do I need a transit visa to enter Dubai and change terminals during the 2.5-hour layover? I confirmed that my baggage will be checked through to the final destination as both flights are booked under the same reference number with Air Canada.

My trip(Under same reference number ) details are as follows:
- First Flight: New Delhi to Dubai via Air India
- Layover in Dubai: 2.5 hours
- Terminal Change in Dubai: From Terminal 1 (Air India) to Terminal 3 (Air Canada)
- Second Leg: Dubai to Toronto via Air Canada

As an Indian passport holder with a valid Canadian tourist visa, you typically don't need a transit visa for a layover in Dubai, given that it's less than 48 hours and you're not leaving the airport. Additionally, since your baggage is checked through to your final destination and both flights are booked under the same reference number with Air Canada, the airline should assist you with the terminal change in Dubai.

However, it's always prudent to double-check with the airline or the UAE immigration authorities to ensure there haven't been any recent changes in visa requirements or transit policies. You can also inquire about any specific procedures for terminal changes during your layover to ensure a smooth transition between flights.
