Query regarding IQAS

Hello,
I tried searching for something regarding to IQAS ECA Service but couldn't find that.

IQAS checklist asks that Institution should send ORIGINAL transcripts directy to them in sealed envelope, so should I ask institution to send the original transcripts I have or I request them duplicate ones (which are as good as original but there is a hefty processing fee and timeline).

If I go with option of sending my originals (which are ready) through Institution, does IQAS return them safely? I am in Saudi and the postal system here is not reliable enough.

There is no need to send Original documents to IQAS.

One of my friend sent attested photocopies to IQAS and he has got his ECA.

He went to the university along with photocopies of his transcript and degree. The representative of university attested the copies and signed the IQAS form and signed and sealed the envelope and given it back to my friend.

My friend then sent the sealed envelope himself through TCS/DHL to WES, but there is one catch.

The FROM address on the envelope was not my friend's address. It was University's address. So from IQAS point of view, the envelope was signed and sealed by the university and sent by the university directly.

Does university official willingly sign and seal envelopes? I was wondering if the Punjab University will attest and seal the documents? Your response will be highly appreciated.
