Query regarding an employment reference

In case one is unable to obtain a detailed employment reference (they only have a relieving letter and the offer letter on the company letterhead), in that case can one write a cover letter / affidavit with explanation and upload any other supporting documents along with the offer and relieving letters?

If in the relieving letter the HR has clearly mentioned that "it is not our company's policy to give more details in the reference", then can I attach the Job Details I got from the company portal while applying for that job and then attach it with an affidavit?

I know the above is not the CIC has asked for, but the only detail lacking in the offer + relieving letter is the "job duties/description", for which I have the JD while applying for that job role. The HR has even mentioned this in the relieving letter that they cannot provide more details as per the company's policy, I can attach the email conversation too where I requested her for a reference.

Yes, you can attach additional documents which prove your job duties.

You'd need to attach the document where HR refused to provide roles and responsibilities letter,
Advertisement on job portal mentioning duties for your designation.
If possible get an email from your colleague or manager from his/her official mail along with business card
Also attach your payslips, promotion letters and salary hike letters, tax statements.

That should suffice.

You can keep a Letter of Explanation (LOE).

Yes, Its better to explain why you couldn't provide reference letter on company letter head and what additional documents are you providing, to prove your roles and responsibilities, your salary, no. of hours per week etc.
