Hi guys, I am currently enrolled in a 3-year bachelor's degree program in India from which I'll be graduating in April 2020. I want to do a PG certificate program from Canada starting in September 2020. So, I want to apply in September 2019 to colleges, Can I apply with my results of Four Semesters and IELTS?

You should apply with your full degree., not with four semesters.

No PG course can be applied for without a complete degree certificate with all the marksheets. You can apply but you will be throwing 75-100 CAD down the drain.
