i want to understand when and at what stage an application gets approved.

can I say application is still unapproved or pending until the person goes for test and then short interview after test. Is this the only approval method that officers follow or can the application be approved before a person goes for test.

did anyone called CIC and was told your application is approved and the person still waiting for test date

some say application can get approved before test date but then after test the officer finds some query what happens to that approval. so technically no application gets approved without completing test and having face to face interview with officer?
 
The test and interview help the officer with their decision, so nobody gets approved before the test. After test, there is some further review and if all goes well, the officer signs off on the file (i.e. recommends a grant of citizenship). At that point, you are approved and need to wait for the oath.
