Query for Passport Courier from India and VISA stamping?

An unique query, I just thought to discuss with all

Currently I'm in INDIA, m application was submitted in Buffalo (Before Feb 27) which was subsequently transfered to NY City and last month i had sent my medical, PCC and landing fees to NYC (per request letter from CIC).

1) Passport Courier from India
My Question to all.....I'm holding an Indian passport and once I get passport request for VISA stamping, how I can send my passport from India to NYC, US?
PS: Per Indian Passport regulation, Indian passport can't be send outside country through mail or coureir.

2) VISA stamping
2A- Can someone tell me what is the process and how much time will it take if I personally go to NYC and get my Passport stamped? I'm trying to work/gather timeline at NYC, Visa office. Do they return passport same or next day if personal submission of passport is made.
2B - What if my friend goes to NYC, VISA office to submit my passport.Will CIC return my passport after VISA stamping to my friend (In person) or will they send it to mailing address noted in my application.

Now to accomplish it properly, You can declare while they request the things and get the rest process which is getting passport stamped with immigrant visa in New Delhi Consulate, still it is a big time saving.

1. To AG, New Delhi will NOT stamp his passport, only New York.
2. Here are the instructions from New York.

Immigrants
Approved Applicants for Permanent Residence

1) Pick-up option - Permanent resident visa(s) are issued on Thursdays only (except US/Canadian holidays).

Applicants who choose this option should bring their original passport(s) on Thursday only between 8:30 a.m. to 10:30 a.m. and passport(s) may picked-up the following Thursday between 1:30 - 3:00 p.m.

3. If your friend has an authorization, see above, and s/he picks it up the following week.

PMM, A very relevant question. So what is the answer to your first question of legality of sending passports outside the country? How is that to be solved?

Also, to confirm, assuming the application was filed with the NY City CIC, do the passports need to be submitted there or to the CIC in Buffalo?
