query about the pcc of spouse to be attached with my application forpr ( c.e.c)

i am very much confused about the pcc to be submitted at the time of file of pr application:

i am applying my pr application under c.e.c in September as i got all my pcc but i am confused is it compulsory to submit my spouses pcc (india) at the time of filing the application or i can send it later when i get it as in my case here is that i have applied for my wife for (trv) from india as her passport is with the application in Canadian embassy in India so as there is a strike going on so it is not possible to get the decision by september so i am worried about what to do about it
can any one tell me about this is it ok to file my application and send my spouses pcc later on.

It is ok to send the application without your spouse's PCC but please make sure to write a cover letter explaining your situation. Once you receive the AOR you can send your wife's PCC
