Queries about graduate certificate programs - Transcripts & Fee payment

Hello,

I am planning on pursuing a one year graduate certificate program from a college in Canada in January 2021 and I had a few queries:

  1. Most of the colleges require notarized transcripts and degree - am I supposed to get that done from my University (in a sealed envelope) or from any notary?
    Also, I had gotten my Educational Credential Assessment (ECA) evaluated for Canadian Equivalency through World Education Services (WES) - do colleges accept this?
  2. Can a friend of mine pay for my college fees - Would there be any other reporting requirements for study permit if my friend pays the tuition or it does not matter till the time we have a"tuition fee paid"certificate/letter from the college.
  3. Earlier this year, I had created a profile under the Express Entry stream/pool - would that cause a conflict of interest and should I remove it (now or when I apply for a study permit), or is it fine if I just leave it there (so that I can edit that later)? -- I haven't received an ITA or NOI yet.
I am really hoping to get some clarity and help from this forum.

1.as far as i know notary means from advocate notary public, colleges usually attest the certificates and send them in a sealed envelope as u did for eca. for eca search ur college website they must have mentioned somewhere that if they accept eca or not. I think they will usually not accepth this u have to send transcripts

2.applying from india u need a certificate of tuition paid from college an agent will answer this more clearly.\
3. i have read somewhere u can have a ee profile with study permit but I think u have to explain it to vo in your sop which will be difficult and most of the visa rejections reported on this forum are on basis of that student will not return to home country after study completing . why take risk delete ur profile the visa officer will know about ur intentions from this.

not an expert though just helping out..../
