queries about getting student visa

This is on behalf of my brother

He finished BSN (Nursing) on 2008
passed Nlex

has been denied of tourist visa 2 times in canada (denial letter said that they were not convinced that he will come back)

after graduating he started working but related to his field of study he mostly did call center jobs


Now he wants to study in a related field in canada
and my question is what are his chances?

I cannot assure you but there are chances...this is the profile of one person in this forum..

30 years gap of education
No highschool
No IELTS (grew up with the language)
Decided to make a career change, hence in college. Although my old career relates to the new one, somewhat.
My old career is ALL freelance.
I am from a visa exempt country.

Result:
I got accepted to my chosen program at my chosen college.
I got my study visa.
I am waiting for my OCWP.

I wrote an explanatory cover letter (I think you guys call it SOP) with my study permit application.
