sounds like they changed the procedure somehow..
now it is required to have the CSQ before sending the application apparently.
If you intend to live in the Province of Quebec and are not a refugee claimant or member of the protected persons or live-in caregivers classes, have you received your Certificat de Sélection du Québec (CSQ)?
Check the corresponding box
If you checked “Yes”, please indicate the CSQ number
If you checked “No”, indicate the date when you applied for your CSQ (if you have not yet applied, please do so before applying for permanent residence)
Note: If you are applying for refugee protection, check “no” for Question 7a and leave 7c blank.
Can someone confirm as I am not sure anymore?
When I did mine in November the checklist for the CSQ required you to have your approval letter from the CIC with your application as at the bottom of that letter is the information and the request for you to apply for it. I've heard people's CSQ applications were returned without it. They ask this question to clarify if you have been issued a CSQ previously for whatever reason.

Per their website as of right now
3 important steps
Here are three important steps to follow to sponsor a close relative and information to understand this process. The person you are sponsoring must also complete certain procedures.
Submit a sponsorship application to the Government of Canada
Submit an undertaking application to the Government of Québec
Ask the person you are sponsoring to complete certain procedures, namely, applying for a Québec Selection Certificate and permanent residence.

I hope this helps.
