Quebec Taxation for new PR

We became PR of Quebec/Canada in April 2016, at the time of landing we declared amount less than CAD 10,000 which was deposited in a Canadian bank. We are currently in our home country and will be returning to Quebec sometime Q1 2017.

1. Do we have to file for taxes as we don't have any income in Canada ?
2. If 'no' for the above, when do we file our taxes ?

No, you don't have to file taxes until you move here unless you are earning income on the funds that you deposited in the Canadian bank. If the funds are in a basic, non-interest bearing checking account, then you will not have to file taxes until 2018 (for the 2017 year).
