Hi,

There is no such thing as "Quebec" Study visa. Study Permits, no matter where you study in Canada, are issued by the Canadian High Commissions /Embassies , falling under the direct control of Canadian Federal Government. Only difference, being... one must 1st apply for CAQ- Quebec Acceptance Certificate after getting admission in a Quebec based educational institute, and then attach that CAQ along with the whole application package for the Canadian study permit.
