Hello,

I have lived in Canada for four years (British Columbia), received a BMA after a three-year program at a University and also worked in a skilled profession for the past year. Unfortunately my contract was up with the previous company after 16 months so I have been looking for a new job. I have a temporary work visa that expires in June of 2012.

Recently, I was offered a position in Montreal - at the same time, I'm about to apply for my Permanent Residency (as I'm now eligible). I'm going to be moving for this job in the beginning of November, but I also want to apply for residency under the Canadian Experience Class (CEC) as I've been working towards this designation for the past three years.

Unfortunately, there is the stipulation of intending to move to Quebec. How long does that stipulation last? If I apply for CEC and stick around BC for a year and receive my Permanent Residency under CEC, could I then go off to Quebec? Can I apply for CEC since I'm currently a BC resident (and all my work experience + study experience has been in BC) but continue correspondence with my application while in Quebec?

It's a bit frustrating to put a lot of work, time and money into my studies in BC - and then my subsequent one year work term - but have that all be discounted simply because I received a job offer in Montreal (and I need the employment; I can't afford to wait around for work in my field to come up in BC). Is there any way around this issue if I've satisfied all the requirements while living/working/studying in BC? Or do I now have to apply to be a Permanent Resident under the regular 'Skilled Worker' class because I'll be accepting this job in Quebec?

I was under the impression that Quebec is a part of Canada (and a regular province).

I think you can apply and move to montreal as planned. if they allow an applicant to apply and go back to their country, i don't see why you can't apply and move to montreal.

Wait for other answers though.

1) Is the Canadian Experience Class open to temporary residents of Quebec?
Yes, experience in Quebec can be counted—but only if you plan to live outside that province. Quebec selects its own immigrants.
(2) Can I apply to stay permanently under the Canadian Experience Class if I plan to live in the province of Quebec?
No. Quebec selects its own immigrants. If you plan to live in Quebec, you must apply to be selected at the Ministère de l’Immigration et des Communautés culturelles du Québec
(3)Apply Under CEC and move to montreal as planned.
If selected under CEC then you have to follow rules.

It just seems really odd and unfortunate that - a legit way to become a Canadian resident - is hampered due to provincial regulations? Through 'red tape' along this pretty much means Quebec is a separate entity from Canada. If I can't get my residency for 'Canadian Experience Class' while still living in 'Canada' - that's quite backwards, no?

Quebec is part of Canada.

I may just keep looking for work elsewhere in BC or in other provinces (other than Quebec) if moving to Quebec will waste away my three years in University and one year of skilled work in my profession. Very frustrating and unfortunate. I was so happy to finally find a job and pursue my residency under CEC.
